Can someone explain to me why panhandlers and other begging is persecuted legally, and why aggressive charities demanding donations who follow you for half a city block are not?
I mean really..."We're raising funds to try and get underpriveledged children off the street" Has an air of legitimacy to it no? But then the legal mumbo jumbo gets involved when it's more than one person about how the money is being used and such.
