As they should be. Its only fair considering all the holidays they make Wiccans put up with. And as a non wiccan but Pagan, I would be upset if they took it away. This is the only one that is STILL considered a pagan holiday.
They don't want to offend wiccans with children parading around as a witch.
They can't possibly want to spare the feelings of that jehovah's witness kid who doesn't get to celebrate anything and has to say "No, I'm sorry I can't have fun with you", nope, they're worried about offending witches with their mangled pagan holiday.
